WCAG 1.4.13 Content on Hover or Focus

WCAG 2.2 success criterion 1.4.13, Content on Hover or Focus, is a Level AA requirement: content shown on hover or focus is dismissible, hoverable and persistent.

Read the criterion in the W3C Recommendation, WCAG 2.2 (opens in a new tab).

How BearScan checks it

Content shown on hover or focus is dismissible, hoverable and persistent

Checked automatically: clicks through the page. Severity: medium. A tooltip that covers what a magnifier user is reading, and vanishes when they move the pointer onto it, makes both the tooltip and the content beneath it unusable.

An approximation: A browser moves a real pointer over up to 24 likely triggers (declared tooltips and popups, menu items, buttons, links, images) and Tabs through up to 40 stops, noting content that appears. For each of up to three that do, it presses Escape (dismissible, required only when the content covers other text), moves the pointer along a path onto the new content (hoverable), and leaves the pointer or focus still for 4 seconds (persistent). The page's transitions and animations are made instant for this, so content is read where a fade or slide ends rather than midway; while they ran, a menu still fading out from one trigger was credited to the next. Tooltips drawn by CSS pseudo-elements are checked for dismissal only. Triggers beyond those tried, and content that appears after a longer delay, are not seen; the 4-second wait finds a timer that closes it sooner, not one set to 10 seconds.

How to fix it. Let Escape dismiss tooltips and hover menus without moving focus, keep them open while the pointer is over them, and do not close them on a timer.

Questions

Is WCAG 1.4.13 required by the ADA?

The ADA doesn't name a technical standard for businesses, but the Justice Department's 2022 guidance points businesses to WCAG, and its 2024 rule for state and local governments adopted WCAG 2.1 Level AA, which includes 1.4.13.

Can an automated tool check WCAG 1.4.13?

Mostly. BearScan checks it automatically (clicks through the page). A clean result still isn't proof every page passes, only the pages scanned.

How do I fix a WCAG 1.4.13 failure?

Let Escape dismiss tooltips and hover menus without moving focus, keep them open while the pointer is over them, and do not close them on a timer.
